What makes the XDm not legal in California?

They can be sold to law enforcement in Calif.

From what I've read, including from a Springfield employee (FWIW), they are simply tired of playing California's expensive certification game. Apparently every variation of each model has to be certified, i.e. identical pistols but one has a SS slide = seperate certification for each.

Calif. also requires that the gun cannot fire with the mag removed.

The XD was introduced before the certification rule so it can be sold here.
